Also, for me, November '20 update also respawned all relay beacons back to the game world. I destroyed the beacon on Sodra Saltholmen that is W of Seggesta Farm and NE of Hastvik safehouse before the August update and after the update went back to that area and it was back again. As he said he has none i shoot him down. The relays always have guards.
Ive deleted my save and started over so cant point out the cordinates. Then quitting the MP game and joining your own SP game respawns roughly the same amount of relay beacons in your game as there were relay beacons in someone elses game you joined previously.
